Sailing Instructions

                                         SAS YOUTH NATIONAL CHAMPIONSHIPS 2018
                                                                      to be sailed at
                                                          Stilbaai Yacht Club, Vaal Dam, Gauteng
                                                                                 from
                                                          15th to the 20th December 2018
 
SAILING INSTRUCTIONS
 
The Regatta is organized by SA Sailing Northern Region in conjunction with the Stilbaai Yacht Club under the auspices of South African Sailing (SAS).

1    RULES 

1.1    The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2017 - 2020.

1.2    The South African Sailing (SAS) Requirements for National Championships will apply. Boats participating in this regatta shall conform to the Equipment Rules of Sailing (ERS) 2017 - 2020, the Class Rules of the relevant Classes, this Notice of Race and the Sailing Instructions. 

1.3    In the event of a Class not having complied with the  requirements of section 12 below, all entries from an unsuccessful Class will be transferred to an `O´ Class

2    ADVERTISING 

2.1    Advertising is permitted subject to the limitations of World Sailing Regulation 20.

2.2    Boats may be required to display advertising chosen and supplied by the organizing Authority.

3    NOTICE TO COMPETITORS 

Notices to competitors shall be posted on the Official Notice Board located inside the SYC regatta center at the SYC clubhouse

​

4    CHANGES TO SAILING INSTRUCTIONS 

Any change to the Sailing Instructions will be posted at least ONE hour before the scheduled time for the warning signal of the race in which the change takes effect, except any change to the schedule of races will be posted by 19h00 on the day before it will take effect.

​

5    SIGNALS MADE ASHORE 

5.1    Signals made ashore will be displayed on flag poles situated outside the SYC clubhouse. When a signal is displayed over a course area or class flag it applies to that area or class only.

5.2    When flag AP is displayed ashore, “1 minute” is replaced with “not less than (30) thirty minutes” in the race signal AP.

6    SCHEDULE OF RACES 
 6.1    Dates of racing: 
Sunday 16th  December        Warning signal for the first race of the day at 09h55 
Monday 17th  December        Warning signal for the first race of the day at 08h55 
Tuesday 18th  December    Warning signal for the first race of the day at 08h55
Wednesday 19th  December    Warning signal for the first race of the day at 08h55
Thursday 20th December    Warning signal for the first race of the day at 08h55

No warning signal shall be made after 14h25 on the 20th December 2018. 

Team Racing 
Monday 17th December Warning signal for the first race of the day at 12h55 
The Team Racing schedule will be posted by 19h00 on 16th December 2018 
.
6.2    Number of races: A maximum of fifteen (15) are scheduled for the Championships. 
 
6.3    Four (4) races are scheduled per day with no more than 5 regatta races being sailed per day.

6.4    To alert boats that a race or sequence of races will begin soon, following a long postponement, the Orange starting line flag will be displayed with one sound signal at least five minutes before a Warning Signal is displayed.

6.5    To alert boats that a further race will be held, Code Flag “L” will be displayed before the first boat finishes the previous race. The Warning Signal will be made 1 minute after the lowering of Code Flag “L” with a sound signal.

7    CLASS FLAGS

Class flags and the order of starting will be displayed on the Official Notice Board at least one hour before the start of the first race.

​

8    RACING AREAS 

8.1    Racing will take place on North Bay, Vaal Dam, Gauteng. 
 
8.2    Addendum (D) shows the location of racing areas: Area (1), Area (2). Area(3)

Classes are assigned to racing areas as follows: 
Area (1),PINK flag - Optimists, RS Tera’s, 
Area (2),TURQUOISE Flag - Lasers, 420’s,‘O’ Class, Dabchicks Mirrors,
Area (3),LIME GREEN Flag- Multihull Classes, 29ers.

9    THE COURSES 

9.1    The diagram in Addendum (A ) shows the course, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left for Area (1).

9.2    The diagrams in Addendum (B) show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left for Area (2).

9.3    The diagrams in Addendum (C) show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left for Area (3).

10    MARKS 

​

10.1    The Marks of the course in Area(1), Area(2) and Area(3) will be described by the course cards displayed on the official regatta notice board.

10.2    A Race Committee boat signalling a change of a leg of the course is a mark as provided for in Paragraph 12.2

​

11    THE START  
 11.1    The starting line will be between the staff displaying an Orange Flag on the Committee Boat and the nearby White buoy.

11.2    A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes RRS A4 and A5. 

11.3    Boats who’s Warning Signal has not been made are to avoid the starting area during the starting sequence for other races.

12    CHANGE OF THE NEXT LEG OF THE COURSE 

12.1    To change the next leg of the course, the Race Committee will move the original mark (or the finishing line) to a new position.

12.2    Except at a gate, boats shall pass between the Race Committee boat signalling the change of the next leg and the nearby mark, leaving the mark to port and the Race Committee boat to starboard. This changes RRS 28.1.

13    THE FINISH

The finishing line will be between the staff displaying a Blue Flag on the Committee  
boat and the nearby White Buoy.

​

14    SHORTENING COURSE

14.1    With reference to Area 1 Addendum (A):For Area 1 courses, there will be no shortening of     the course.

14.2    With reference to Area 2 Addendum (B): For Area 2 courses, where the start/finish boat is     stationed on the windward beat of the course to windward of mark (3), the Race Committee     may shorten the course before the leading boat of the class reaches mark (3). Boats shall     then round mark (3), which remains a mark of the course, and thereafter proceed directly to     the prescribed finish line, crossing the line from the direction of mark (3). This changes RRS     32.2

14.3    With reference to Area 3 Addendum (C): For Area 3 courses the Race Committee may shorten the course before the leading boat of the class reaches the gate. After passing through the gate 3S/3P, boats shall proceed directly to the prescribed finish line. This changes RRS 32.2
 

15    PENALTY SYSTEM 

15.1    Racing rule 44.1 is changed such that, for multihull classes only, the two turn penalty is replaced with a one turn penalty.

15.2    Appendix P will apply for all Classes.

15.3    Rule 2.3 will not apply and Rule P2.2 is changed so that it will apply to any penalty after the first one. This changes RRS P2.2.

 

16    TIME LIMITS

Boats failing to finish within 20 minutes after the first boat in its class sails the course and finishes will be scored Did Not Finish. This changes RRS 35, A4 and A5.

 

17    PROTESTS AND REQUESTS FOR REDRESS 

17.1    Protest forms are available at the Race Office at SYC. Protest shall be delivered there within the protest time limit.

17.2    For each class the protest time limit is 90 minutes after the last boat in the regatta has finished the last race of the day, or 90 minutes after the race committee signals “no more racing today”, whichever is later.

17.3    Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings and times thereof in which they are parties or named as witnesses. Hearings will be held in the jury rooms, located in the clubhouse at SYC or in an additional temporary jury room located next to the clubhouse.

17.4    Notices of protest by the Race Committee or Protest Committee will be posted to inform boats under RRS 61.1(b).

17.5    A list of boats that, under instruction 15.2, have been penalized for breaking RRS 42 will be posted.

17.6    On the last day of the regatta a request for reopening a hearing shall be delivered:
(a)    within the protest time limit if the requesting party was informed of the decision on the previous day;
(b)    no later than 30 minutes after the requesting party was informed of the decision on that day. This changes RRS 66.

17.7    On the last day of the regatta a request for redress from a Protest Committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2.

 

18    SCORING

18.1    4 races are required to be completed to constitute a regatta. 

18.2    A boat’s  regatta score will be as follows:
(a)    When fewer than 5 races have been completed, a boat’s regatta score will be the total of her race scores.
(b)    When from 5 to 9 races have been completed, a boat’s regatta score will be the total of her race scores excluding her worst score.
(c)    When 10 or more races have been completed, a boat’s regatta score will be the total of her race scores excluding her two worst scores.

 

19    SAFETY REGULATIONS
        
19.1     All competitors shall wear a personal buoyancy aid capable of supporting a 5 kg steel weight at all times while afloat in a yacht.

19.2     Wet or Dry suits do not constitute adequate buoyancy!

19.3     A boat that retires from a race shall notify the Race Committee as soon as possible

 

20    REPLACEMENT OF CREW OR EQUIPMENT

20.1    Substitution of competitors will not be allowed without prior written approval of the Race Committee.

20.2    Substitution of damaged or lost equipment will not be allowed unless approved by the Race Committee. Requests for substitution shall be made in writing to the Race Committee at the first reasonable opportunity.

 

21    EQUIPMENT AND MEASUREMENT CHECKS

A boat or equipment may be inspected at any time for compliance with the Class Rules and Sailing Instructions. On the water, a boat can be instructed by a Race Committee Measurer to proceed immediately after the completion of a race to a designated area for inspection.

 

22    SUPPORT PERSONNEL AND BOATS 

22.1    Team leaders, coaches and other support personnel shall stay at least 150 meters outside areas where boats are racing from the time of the Preparatory Signal for the first class to start until all boats have finished racing, unless the Race Committee signals a postponement or abandonment. 

22.2     Coach boats and individual support boats shall be marked with a Yellow Flag

 

23    TRASH DISPOSAL

Boats shall not discard trash in the water. Trash may be placed aboard support and Race Committee boats.

24    RADIO COMMUNICATION

A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 

​

25    PRIZES

Prizes will be awarded as detailed in the Notice of Race.

​

26    DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. Neither the Organising Authority nor its officials or other persons associated with the organisation of the event will accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

​

27    INSURANCE

Each participating boat is encouraged to carry sufficient valid third-party liability insurance to cover any liability arising during the event.
