Notice of Race

                                           S A Sailing Youth National Championship 2018
 
                                       to be sailed at Stilbaai Yacht Club, Vaal Dam, Gauteng.
                                                                                        from 
                                                 15th  December 2018 to 20th December 2018
 

 

The Regatta is organized by the SA Sailing Northern Region in conjunction with Stilbaai Yacht Club under the auspices of South African Sailing (SAS).

1     RULES 
 
1.1    The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) 2017 - 2020. 
 
1.2     The South African Sailing Requirements for National Championships will apply. 
 
1.3    Boats participating in this regatta shall conform to the Equipment Rules of Sailing (ERS) 2017 - 2020, the Class Rules of the relevant Classes, this Notice of Race and the Sailing Instructions. 
 
1.4    All dinghies 4,6m and under, catamarans 4,9m and under and Darts are eligible to participate in this Championship - see section 12 below. 
 
In the event of a Class not having complied with the  requirements of section 12 below, all entries from an unsuccessful Class will be transferred to an `O´ Class 
 

 
2     ADVERTISING  

​

2.1    Advertising is permitted subject to the limitations of World Sailing Regulation 20.

2.2    Boats may be required to display advertising chosen and supplied by the organising authority.

3     ELIGIBILITY AND ENTRY 
 
3.1    In accordance with the World Sailing (WS) Regulation 19 (Eligibility Code), all competitors (Helmspersons and all other crew) shall be members in good standing of the relevant national class association and of a Yacht Club affiliated to and in good standing with South African Sailing or their Member National Authority in the case of non-South Africans and the Class association. The Yacht Club name and membership details shall be stated on the entry form or crew list. Current valid South African Sailing Membership Cards or similar proof of MNA Membership in cases of non-South Africans shall be presented at Registration. 
 
3.2    Entrants in this event shall have birth dates not earlier than 14th December1999 (i.e. U19 on 15th December 2018, or as specified by class rules for classes with younger age limits.)

For Dabchicks, the Dabchick constitution states “Membership expires on the day on which the member has their 19th birthday, or on the last day of a regatta of which the official starting date is before, and ends on or after, the day of their 19th birthday”. 


3.3    Eligible boats may enter by completing the entry form on line at www windsail.co.za and                send the proof of payment of the required fee to:

3.4    Late entries will be accepted up to one hour before the close of registration at 13h00 on the             15th December 2018  

3.5    A late entry fee is payable for all entries received after the 01 December 2018 (See Fees                   Below). Late entry fee will apply to all entries entered online or otherwise after the 01                       December deadline.

4    FEES
 
4.1    Required fees are as follows: 
          Single Handed          Fee R 700.00 
          Double Handed          Fee R 900.00 
 
4.2    Late Entry fees are as follows: 
           Single Handed          Fee R 1000.00 
           Double Handed        Fee R 1100.00 
  
4.3    Other Fees: 
          All Entry Fees and Class subscriptions shall be paid prior to the close of Registration.                       Failure to meet this requirement will result in the affected yacht being recorded as Did Not             Compete until such time as the required payment/s is/are made. This changes RRS A11                   (DNC) 
 
5    SCHEDULE

5.1    Registration:  
          Saturday 15th  December 2018; from 10h00 to 18h00
          Sunday  16th  December 2018; from 08h00 to 09h00

​

5.2     Measurement and inspection:  
           Saturday 15th December 2018; from 10h00 to 18h00
           Sunday 16th December 2018;  from 08h00 to 09h00

​

5.3    Dates of racing: 
          Sunday 16th December    Warning signal for the first race of the day at 09h55 
          Monday 17th December    Warning signal for the first race of the day at 08h55 
          Tuesday 18th December   Warning signal for the first race of the day at 08h55 
          Wednesday 19th December Warning signal for the first race of the day at 08h55
          Thursday 20th  December  Warning signal for the first race of the day at 08h55

           No warning signal shall be made after 14h25 on the 20th December 2018. 

       

         Team Racing 
         Monday 17th  December. Warning signal for the first team race of the day at 12h55.
         The Team Racing schedule will be posted by 19h00 on 16th December 2018.

 

5.4    Number of races: 
          A maximum of 15 races are scheduled for the championships.

5.5    Prize Giving
          The main prize giving will follow as soon as possible after the last race of the day on                          Thursday 20th December 2018.

 
6    MEASUREMENTS 
      Each boat shall have a valid measurement certificate available for scrutiny at registration, if          requested. In addition spot measurements may be taken at any stage during the regatta.

 

7     SAILING INSTRUCTIONS 
       Sailing Instructions will be available from the Regatta Secretary on completion of                             registration formalities. 

       Team Sailing Instructions will be made available on the evening before the Team Racing Day.
 
8      VENUE 
         Racing will take place at Stilbaai Yacht Club, North Bay Vaal Dam, Gauteng. 
 
9      THE COURSES 
        The courses to be sailed will be according to the diagrams in the Sailing Instructions, which          will include the approximate angles between legs, the order in which marks are to be passed          and, the side on which each mark is to be left. 
 
10    PENALTY SYSTEM 
10.1    Racing rule 44.1 is changed for catamaran classes only; the two turn penalty is replaced                    with a one turn penalty. The changes will appear in full in the Sailing Instructions.

10.2    A boat intending to protest another boat, or seek redress, shall, in addition to the                               requirements of Rule 61, inform the Race Committee represented on the Finish                                 committee boat of their intention to protest when they finish, or retire.

10.3    Appendix P will apply for all Classes.

10.4    Rule 2.3 will not apply and Rule P2.2 is changed so that it will apply to any penalty after                   the first one. This changes RRS P2.2.
 
11    SCORING 
 

11.2    Four races are required to be completed to constitute a Championship. 
 
11.3    (a)    When fewer than 5 races have been completed, a boat’s Championship score will be the total of her race scores. 
(b)    When from 5 to 9 races have been completed, a boat’s Championship score will be the total of her race scores excluding her worst score.
(c)    When 10 or more races have been completed, a boat’s Championship score will be the total of her races excluding her two worst scores. 
 
12     NATIONAL CHAMPIONSHIP REQUIREMENTS  

In order to qualify as a National Class Championship the following criteria shall be satisfied:

A minimum of ten valid entries having been received no later than the closing time for registration;

At least ten finishers in any two races of the series; 

    At least four races completed. 
 
13     SAFETY 
 

13.2    All competitors shall wear a personal buoyancy aid at all times while afloat in a yacht.
13.3    Wet or dry suits do not constitute adequate buoyancy. 
 

14    SUPPORT PERSONNEL AND BOATS

14.1    Team leaders, coaches and other support personnel shall stay at least 150 meters outside                areas where boats are racing from the time of the Preparatory Signal for the first class to                 start until all boats have finished racing, unless the Race Committee signals a                                     postponement or abandonment. 

14.2    Coach or individual support boats shall be marked with a Yellow Flag

15    PRIZES 


Prizes will be given as follows: 
 
SAS Medals will be awarded in accordance with the Requirements for National Championships, as follows: 

         10 – 14 boats    Gold 
          15 – 19 boats    Gold & Silver
           20 or more boats    Gold, Silver and Bronze

           Other prizes and trophies may be awarded at the discretion of the organising authority or             the classes. 
 
16     DISCLAIMER OF LIABILITY 
          Competitors participate in the regatta entirely at their own risk. Neither the Organising                   Authority nor its officials or other persons associated with the organisation of the event                   will accept any liability for material damage or personal injury or death sustained in                         conjunction with or prior to, during, or after the regatta. 
 
17     INSURANCE 
          Each participating boat is encouraged to carry sufficient valid third-party liability                               insurance to cover any liability arising during the event.
